Alexander Abbe is a senior attorney in
the Public Law Department at Richards, Watson & Gershon in San
Francisco. Mr. Abbe is an Assistant City Attorney for the City of
Fairfield.
Mr. Abbe serves as Assistant Chair of the firm’s E-Documents
and Public Records practice group. He has given numerous presentations
statewide on the legal implications of the use of electronic documents
and email, and he regularly advises public agencies on practical
methods of complying with retention and disclosure laws in the context
of electronic documents. He recently published an article on the
legal issues presented by public agency websites in the Official
Word, the newsletter of the City Clerks Association of California.
Mr. Abbe is also the Assistant Chair of the firm’s Climate
Change practice group, and is working to develop strategies for
cities to respond to demands for new green building ordinances,
purchasing policies, and transportation fleet requirements to respond
to global warming issues. In addition, Mr. Abbe specializes in advising
public entity clients on complex issues involving conflicts of interest
and ethics, including complying with the Political Reform Act and
Government Code Section 1090, avoiding conflicts arising from redevelopment
decisions, and updating local conflict of interest codes.
Mr. Abbe also has extensive experience in affordable housing law,
including the updating and adoption of housing elements, mobilehome
park regulation and enforcement of the Mobilehome Parks Act, inclusionary
zoning, density bonus agreements, senior housing, and rent control.
In 2002, he co-authored and presented a paper on affordable housing
law to the County Counsels' Association of California Land Use Section.
He also published an article in the Public Law Journal
concerning the role of municipalities in mobilehome park regulation.
More recently, he gave a presentation on resident and employee preferences
in affordable housing projects to the City Attorney's Department
of the League of California Cities.
Prior to joining Richards, Watson & Gershon, Mr. Abbe served
as Executive Editor of the University of Pennsylvania Law Review,
and authored "Meaningful Access to Health Care and the Remedies
Available to Medicaid Managed Care Recipients Under the ADA and
the Rehabilitation Act," 147 U. PA. L. REV. 1161 (1999). In
1997, Mr. Abbe served as an extern for the Honorable Harry Pregerson
of the U.S. Court of Appeals for the Ninth Circuit.
