Diana K. Chuang is a shareholder in the Public Finance Department
at Richards, Watson & Gershon. Ms. Chuang serves as bond counsel
and disclosure counsel for municipal bond transactions, including
redevelopment project area tax increment financing, general obligation
bonds, enterprise lease revenue bonds, and Mello-Roos special tax
and assessment financing, including AB 811. She has worked with
the City of Palm Desert and the County of Sonoma to finance California’s
first two AB 811 programs, which help property owners to pay for
renewable energy and energy efficiency improvements to their properties.
Ms. Chuang also provides advisory services relating to local agency
investments, investment policies, contracts for financial services
and other local agency financial matters, and relating to public
works issues that arise out of land-secured financings.
As a former Branch Chief and lecturer in the United States Securities
and Exchange Commission's Investment Management examination program,
Ms. Chuang brings regulatory experience to the firm's public finance
group. Prior to joining the SEC, Ms. Chuang’s experience as
an associate at a law firm involved representation of major lenders
in numerous commercial and private loan transactions and assistance
as issuer and underwriter counsel in public company equity offerings.
In October 2009, Ms. Chuang was a speaker on a panel covering the
topic of “AB 811 Contractual Assessments” at the California
Debt and Investment Advisory Commission (CDIAC) conference entitled,
“Solar Energy: Public Financing Options for California’s
Local Governments.” Ms. Chuang is also a member of the National
Association of Bond Lawyers.
