Maricela E. Marroquín is a senior attorney in the Litigation
and Eminent Domain Departments at
Richards, Watson & Gershon. Ms. Marroquín represents
municipalities and public entities, as well as private sector clients,
in both state and federal courts in litigation matters.
Ms. Marroquín specializes in the area of eminent domain
and represents both public entities and property owners through
all phases of the pre-condemnation and condemnation process.
Ms Marroquín provides advisory assistance during the pre-condemnation
process by reviewing project plans and drafting staff reports, resolutions
of necessity, purchase and sale agreements and rights of entry.
Ms. Marroquín also regularly reviews environmental documents
to ensure CEQA compliance.
Ms. Marroquín has litigated a number of condemnation actions
involving the acquisition of residential, commercial, industrial,
agricultural and vacant properties. Many of these cases involved
claims of precondemnation damages, severance damages, loss of business
goodwill and relocation issues. Ms. Marroquín has successfully
obtained prejudgment possession for her public agency clients and
has defeated right-to-take challenges.
Ms. Marroquín is also a member of the E-Documents and Public
Records Practice Group and has given presentations on handling electronic
discovery in eminent domain cases.
