Michael Estrada is a shareholder at Richards,
Watson & Gershon, and a member of its Public Law Department.
Mr. Estrada is City Attorney for the Cities of San Fernando and
Yucaipa, and General Counsel for the Los Angeles to Pasadena Metro
Blue Line Construction Authority.
Mr. Estrada concentrates on the representation of public agency
clients in a wide range of government law areas, with an emphasis
on land use, the California Environmental Quality Act (CEQA), public
contracts, and redevelopment and real estate matters. Mr. Estrada
regularly advises our municipal clients in the procurement and implementation
of solid waste and recycling services and programs.
Mr. Estrada has extensive expertise in redevelopment transactions
and implementation activities. In addition to serving as General
Counsel to the San Fernando Redevelopment Agency, and as Special
Counsel to the Community Development Commissions of Pasadena and
West Hollywood, Mr. Estrada assists redevelopment agencies throughout
the state with redevelopment transactions. He has negotiated redevelopment
transactions for a variety of commercial and residential projects,
including numerous affordable housing transactions.
Prior to attending law school, Mr. Estrada was a city planner with
the Department of City Planning of the City and County of San Francisco.
