Terence Boga is a shareholder in the Public Law
Department. In 2002, Terence was appointed City Attorney of the
City of Westlake Village and he continues in that position today.
Since 2004, he also has served as Assistant General Counsel for
the Burbank-Glendale-Pasadena Airport Authority. He previously has
served as Assistant City Attorney and Planning Commission Counsel
for the Cities of Barstow (1998-2001), Carson (1996-2002), Norwalk
(1997-1999) and Seal Beach (1999-2002). He also has served as Civil
Service Commission Counsel for the City of Torrance (1995-1998).
Among other noteworthy projects, Terence was one of the principal
drafters of the City of West Hollywood’s innovative ordinance
prohibiting the sale of “Saturday Night Special” handguns.
He also was one of the lead attorneys for the City of Carson in
connection with the development of the Home Depot Center at California
State University, Dominguez Hills.
Recently, Terence completed a four-year term on the Executive Committee
of the Public Law Section of the State Bar of California. During
that period, he was the Editor of the Section’s Public
Law Journal for two years, Chair Elect for one year and, finally,
Chair of the Executive Committee. As Chair, he conceived, obtained
grant funding for and was the editor-in-chief of the Section’s
first consumer pamphlet: How Government Works: An Introduction
to Local and Regional Public Agencies in California. That pamphlet
has been distributed to nearly nine hundred public libraries in
the state.
Terence also is an active member of the League of California Cities.
His participation in that organization includes serving as an author
and reviewer for the Municipal Law Handbook, as well as
preparation of an amicus brief in the landmark gun control case
of Suter v. City of Lafayette, 57 Cal.App.4th 1109 (1997).
Terence is a nationally renowned commentator on municipal and airport
law matters. He has published articles in a variety of periodicals
including Airport Revenue News, Communications Lawyer, Los Angeles
Lawyer, Municipal Lawyer, Planning Commissioners Journal, and State
and Local Law News. Additionally, he was a consultant on the two-volume
California Land Use Practice treatise published by the Continuing
Education of the Bar.
