William P. Curley III is a shareholder
and a member of the Public Law Department and Water Rights and Water
Law Practice Group at Richards, Watson & Gershon with more than
twenty years of experience representing public agencies.
Mr. Curley serves the Cities of Upland and Mission Viejo as City
Attorney. In addition, Mr. Curley serves as Agency Counsel to the
City of Upland Redevelopment Agency. Mr. Curley also serves as General
Counsel to the West End Consolidated Water Company and the City
of Upland Municipal Water Department.
Mr. Curley specializes in public agency law and redevelopment law,
serving both as in-house and private firm municipal legal counsel.
Prior to his legal career Mr. Curley served as an in-house city
planner. This public agency background allows him to have a comprehensive
understanding of the issues confronting public agencies, including
a practical understanding of the elected officials' and staff's
objectives and the legal issues involved in public agency decision
making.
Mr. Curley's practice includes general municipal representation,
land use advice, the negotiation and drafting of City and Redevelopment
Agency land development agreements for large scale residential and
commercial developments, the review and/or preparation of all types
of California Environmental Quality Acts documents including Environmental
Impact Reports and involvement in all aspects of redevelopment agency
activity.
