Elena advises local governments and other public agencies on a variety of governmental law issues. Her practice focuses on prevailing wage law and public contracting, the Public Records Act, the Brown Act, and planning issues. She regularly assists clients with projects involving economic development, good governance, and public works.

Work for Clients

Elena advises the cities of Fairfield, Mill Valley, the Town of Ross, and Manteca in addition to the Marin Emergency Radio Authority, and East Bay Community Energy Authority.

Professional Experience

Prior to joining Richards Watson & Gershon in October 2017, Elena worked as the Legal Fellow in the Palo Alto City Attorney’s Office for two years, advising the city departments on both transactional matters and in litigation. Elena also gained valuable public law experience throughout law school interning in the Public Rights Division of the California Attorney General’s Office, Earthjustice, East Bay Community Law Center, and HI Appleseed Center for Law & Economic Justice.
