Overview
Lolly is the Chair of the Firm’s Public Finance Department. With over 20 years of experience, Lolly focuses her practice on public finance. Lolly also specializes in public law, and represents cities, joint powers authorities, special districts and public entities on a wide range of municipal and public agency law issues, including the Brown Act and open government, conflicts of Interest, public records, public works and public contracting, and redevelopment dissolution. Lolly is Assistant City Attorney for the City of Beverly Hills.
Work for Clients
Lolly has served as bond counsel, disclosure counsel, issuer counsel, underwriter's counsel, and bank counsel in a wide variety of bond financings including water and wastewater revenue bonds, lease revenue bonds, Mello-Roos bonds, assessment bonds, school district bonds, tax allocation bonds, 501(c)(3) financings, certificates of participation, and equipment leases. The transactions have been private placements and public offerings with fixed rate, variable rate and auction rate debt.
Lolly has also assisted clients in the formation of Mello-Roos Community Facilities Districts, joint powers authorities, and 501(c)(3) and 501(c)(6) corporations.
