James L Markman and Youstina N Aziz will be part of a panel that presents on the California Voting Rights Act at the May 2018 City Attorneys’ Spring Conference. The panel will focus on recent legislation that provided cities with a safe-harbor in the event they receive a letter demanding transition from at-large elections to district-based elections. The panel will also discuss the status of recent litigation surrounding the California Voting Rights Act, potential issues that may arise in the transition to district-based elections, and the extent to which the safe-harbor provision may apply to charter cities.
