Overview

Larry has been bringing creative solutions and a positive attitude to solving the complex problems of public entities and land use clients for 30 years.  He has negotiated development agreements for projects such as the Montage Hotel, the Waldorf Astoria in Beverly Hills, and the soon to be constructed Wanda development.  His CEQA work includes bringing the Arroyo Seco Festival to the Rose Bowl and previous efforts to bring the NFL to the Rose Bowl.  He was instrumental in negotiating the original agreement between the Burbank Airport and the City of Burbank which eventually led to the approval of a new terminal at the Burbank Airport.  He was one of the first attorneys to use the design, build, operate, and finance legislation to construct a sewer treatment plant.  Larry has served as the City Attorney for Beverly Hills since 1998 where he has an excellent reputation for good judgment and detail oriented work.

Work for Clients

Larry is City Attorney for the City of Beverly Hills and General Counsel to the Las Virgenes Malibu Council of Governments. He has also served as the City Attorney for the Cities of Westlake Village and Hidden Hills, and Authority Counsel to the Burbank-Glendale-Pasadena Airport Authority.

Professional Experience

Larry has been with Richards, Watson & Gershon since law school. While at UCLA Law School, Larry was Editor-in-Chief of the UCLA Journal of Environmental Law and Policy, graduated Order of the Coif, and served as an extern law clerk for California Supreme Court Justice Allen Broussard.  He has served in various roles at Richards, Watson & Gershon including Public Law Department Chair and President.

Mr. Wiener has a rating of AV from Martindale-Hubbell, has been named a California Super Lawyer since 2011, and has been named a Best Lawyer by U.S. News & World Report.

Experience

City of Beverly Hills. Represented the City of Beverly Hills in the negotiation of a complex and novel public/private partnership to develop a luxury hotel, four story underground public parking garage, public plaza and gardens, and publicly owned retail and office building involving a verticaI subdivision and transfer of land to the City, a lease back for parking in exchange for five percent of gross revenue and a fixed cost development of City owned plaza and retail and office building.

Tycom Networks. Represented Tycom Networks (US) with regard to landing the first Pacific Rim undersea network cable in California in connection with construction of a fiber optic ring to provide a wired telecommunications link throughout the Pacific Rim.

Rose Bowl. Represented the City of Pasadena and the Rose Bowl Operating Company with regard to CEQA and land-use issues concerning the Arroyo Seco Music Festival and previously concerning the potential temporary relocation of an NFL football team.
