Overview
Ryan is an associate in RWG’s Public Law Department, advising cities and public agencies on municipal and agency law as well as labor and employment matters. He brings more than a decade of municipal government experience, including senior leadership roles, providing a practical, operations-focused perspective to his work with public sector clients.
Work for Clients
Ryan advises clients on a wide range of municipal and public agency matters, including the Brown Act and open government laws, conflicts of interest and ethics, public records and electronic records management, land use and zoning, and general regulatory compliance. He also provides guidance on labor and employment issues such as collective bargaining, employee discipline and terminations, and personnel matters.
Professional Experience
Prior to joining RWG, Ryan served more than a decade in municipal government, holding senior leadership roles and providing executive-level oversight of citywide operations. He managed key administrative functions, including budget development and financial management, human resources, labor relations, information technology, and risk management. Ryan attended Southwestern Law School’s evening program while concurrently serving as Assistant City Manager for the City of La Palma.
